Reconstitution of rural scenic landscape
Woopo Library of Nature and guest house
An Environmentalist who was a former teacher (owner) draw designation of woopo as the Ramsar Wetland Conservation through conservation movement of woopo wetland. After his retirement, he settled down in Woopo and he is trying to continue his dream of environment education through experience based on 20 years experiences of Ecological Movement. However today, 16 years after the designation of Ramsar Wetland Conservation, the governments’ interest about environmental conservation and education is still some way off and sometimes he is in conflict with this.
For this, he was thinking about to build private established public library as a public device which is not provided by the public. It’s one of the process to making new placeness of Woopo as the center of environmental education by cooperating of residents of this area, civil society, expert of library and architects.
This project is a record of how architecture can intrude into the transformation of largest wetland in Korea, Woopo to place for environmental education. We try to go beyond the technical service job type of architects which just provide solution of problems under the social process of place forming.
For example, state understanding and persuasion by all-encompassing communication with owner, local expert and residents based on the discernment about value of place. By this, architecture becomes as a planner of social process of making Woopo wetland to educational place for the future generation. Woopo library of nature and guest house project is a small beginning of changing Raw natural space which is largest wetland to sociocultural place.
농촌 산업경관의 재구성
우포 자연 도서관과 게스트 하우스
전직 교사인 환경운동가(건축주)는 헌신적인 우포늪 보존 운동을 통해 98년 람사르 협약에 의한 세계보존 습지지정을 이끌어냈다. 퇴직 후 우포에 정착해서 20여 년 생태운동의 경험을 바탕으로 체험을 통한 환경교육의 꿈을 이어가려 하고 있다. 그러나 보존 습지 지정 16년 째에 이르는 오늘에도 환경보존과 교육에 대한 지자체 정부의 관심은 요원하고 때로는 이와 대립하기도 한다.
이에 환경운동가는 공공이 제공하지 않는 공적 장치로서 사립 공공도서관 건립을 모색하고 있다. 이는 지역의 주민들, 시민사회, 도서관 전문가, 건축가가 힘을 모아 아래로부터 환경교육의 거점으로서 우포의 장소성을 새롭게 만들어나가는 과정의 일환이다.
이 프로젝트는 우포라는 국내 최대의 습지가 생태교육의 장으로 변화되는 과정 속에 건축이 어떤 방식으로 개입하는 지에 관한 기록이다. 장소가 만들어지는 사회적인 과정 속에서 건축가의 직업적인 역할은 문제해결방식을 제공하는 기술 서비스적 직업유형을 넘어서려고 시도한다.
예컨대, 장소의 가치에 대한 안목을 바탕으로 건축주, 지역전문가, 주민들과 전방위적으로 교류하며 앞으로 만들어질 공간적인 인프라에 대한 이해와 설득을 개진하는 것이다. 이를 통해서 건축은 우포늪이라는 생태적 보고를 미래 세대를 위한 교육의 장으로 만들어가는 사회적 과정의 기획자로 자리한다.우포 자연도서관과 게스트하우스 프로젝트는 국내 최대의 습지라는 원시 자연의 공간을 ‘사회문화적 장소’로 변화시키는 과정의 작은 출발이다.
